What is happening?

We can find daily news about fires, floods, avalanches, and storms. In Dalmatia yearly percentage of an increasing number of fires is 30%. In the world, the average number of fires per 1000 inhabitants was 1.6 in 1993. In 2012. it was 2.8, the number of deaths has increased by 60% in 20 years. Czech Republic, Hungary, and Bulgaria had between 100 and 200 deaths yearly. UK, Latvia, Lithuania, Romania, Canada, Poland, Germany had between 200 and 1000 deaths yearly. Poland had 420 000 calls in 2014. Austria had 228.800 calls, Croatia had 21 fatalities and 71 injured in 2014. It is just fire data. (Sources CTIF)

These numbers are continuously increasing. Total economic damages from wildfires as a share of GDP in the world is 0.007% over past decade, floods 0.05% and earthquakes 0.05% of GDP.

Numbers are telling a significant influence on our lives, on each level, directly and indirectly.

What is happening?

What can we do to decrease the influence of crisis? We cannot prevent them from decreasing the number of crises and natural disasters, at least in the next few years. If you listen to First responders’ experiences, the first issue they have met is situation awareness. People who have called them are in a panic state of mind. They cannot answer all questions to First responders, which are crucial for preparing and sending tactical teams. Today, First responders are using the Advanced mobile location procedure to locate people in critical situations. It is suitable for parts of the landscape with enough cells, in open areas, the precision decreases. In Croatia, we had a case of a lost mountaineer who had never been found even with the found phone geolocation. But it was not precise enough to see a missing person. After obtaining an SOS call, First responders send teams to critical places. They communicate over their special networks, and such is TETRA. Those networks are dedicated networks for mission-critical communication with their advantages and disadvantages. The main disadvantage is maintenance and operation. Why? All telcos need daily control, operational center, maintenance teams for network operation. The second one is technology, e.g. TETRA communication in a crisis is heavily loaded by many users who want to communicate simultaneously. The consequence is an increasing percentage of sending wrong information or sending no information at all or better say no information delivery. What is the essential thing in a crisis if I can summarize? Time In every crisis, time is the main factor to protect human lives and material damages.

How can OCEAN help?
